In Linux and similar operating systems using chroot is a way to put services and applications in a jail so they can’t access any file in filesystem but the ones contained in a single folder, called “chroot jail” becoming root folder from jailed application’s point of view. Unless compiled specially for this purpose applications in Linux etc. are used to depend on shared libraries. And nearly all of them need access on some special files, such as device nodes.
